Open your portal settingsLook for the box where you can add your own HTML. It sits between your logo and the row of portal tabs.

Type your links hereUse the panel on the left. The picture on the right updates as you go, so you can see how it will look.

Copy and pastePress Copy code, paste it into that box, and save. Press Copy my link first if you want to come back and change things later.

This is a mock-up, not your real portal. It is drawn to the same measurements so you can judge how your links will sit above your tabs. Hover over a box to see what your clients will see.
